Thailand’s science and technology is still in an early stage of development. There are no human embryonic stem cell banks in Thailand, so most banking focuses on cord blood. In late 2007 Thailand developed a Thai Stem Cell Network, the network’s main aims are to increase collaboration within the country though scientific and academic activities, as well as providing public education.

The National Research Council of Thailand and National Science and Technology Development Agency have listed stem cell research and regenerative medicine as priority fields.
To date, there are no clear regulations on stem cell clinical trials. In practice, the trials will be regulated through established channels. There is an idea to establish a central/national committee to approve all the research protocol involving stem cell clinical trials from both scientific and ethical standpoints. The Thai Medical Council and Thai FDA are working on setting up this central committee. There is a ban on reproductive cloning.

The Thailand Research Fund
The Thailand Research Fund (TRF) was established in response to the 1992 Research Endowment Act. It is a juristic body that enjoys being part of the government system but outside the government administrative bureaucracy. This freedom allows great efficiency in research support.

The Thai Red Cross Society has a national cord blood stem cell bank project.
Thailand Center of Excellence for Life Sciences
The Thailand Center of Excellence for Life Sciences (TCELS) is dedicated to making Thailand a World-Class Center for Life Sciences Research and Investment. This is in line with their goal to uplift and promote life sciences competition in the business sector. TCELS will be a focal point to develop the manufacturing process, quality products and services in life sciences.

Thailand needs to enhance and promote infrastructure and education for science and technology to be competitive in stem cell research and regenerative medicine.
Public and patient education activities remain a priority, in the face of extensive unregulated claims and “stem cell tourism.” The Thai Medical Council and FDA are now working on a regulatory and oversight system for stem cell therapy in Thailand, but no laws or guidelines are in place yet. The FDA has called several meetings to discuss stem cell therapy and will form a national committee for ethical approval of stem cell trials. The Medical Practice Department is now preparing to launch regulations for stem cell banking, focusing on cord blood stem cells.
